Conservation International (CI) and l'Agence française de développement (AFD) are parties to grant agreement No. CZZ 1282.01 A, for the implementation of the Marine Protected Area and Integrated Coastal Watershed Management component of the Coral Reef Initiative for the Pacific (CRISP).

Funding for this project is provided by the Fond français pour l'environnement mondial (FFEM).

CI is looking for a partner (or a consortium of partners) to help achieve one of the objectives of the project, which is to contribute to a review, analysis, demonstration and promotion of successful methods and approaches for integrated coastal management, including addressing erosion control, water catchment planning, ecological restoration, invasive species management and exemplary practices to link these to effective management of coral reefs, associated coastal areas and Marine Protected Areas. The objective of this tender is to select the partner/consortium of partners able to achieve these goals.

The details of the tender and the proposal submission are described below.

Eligibility Criteria:

The leader of the project and/or its partners must have a strong experience in ICWM and natural resource management, reforestation and habitat restoration across the Pacific Islands with demonstrated know-how and experience in ICWM projects, particularly applied to Vanuatu and/or Fiji.
The leader of the project and/or its partners should have also a strong field presence in the targeted zones.

Technical component:

The proposal will complement and use the scientific and methodological approach developed by the Institut de recherche pour le développement (IRD) as part of this component under the GERSA project (contact Sue Miller Taei staei@conservation.org for a e copy of the GERSA project document). The successful organization will work in close collaboration with the Unité Espace of IRD (based in Nouméa) for undertaking the following activities:

  1. Conduct a scientific and technical review of coastal watershed restoration projects, knowledge and best practices on ICWM and improved watershed management

    • Complete an exhaustive review and description of best practices in integrated coastal watershed management in the Pacific Islands region with focus on Vanuatu and Fiji, to include local community and traditional practices related to soil resource management and restoration. The review should include a critical analysis of past, present and planned projects in this area so as to promote networking, information exchange and the development of synergy between stakeholders.

  2. Design and implement coastal watershed restoration demonstration activities at site level for control of erosion, water catchment improvement and ecological restoration.

    1. Using planning tools developed for the various watershed sites of the ICWM component, identify and select potential demonstration sites for ecological restoration, control of erosion and other activities giving preference to ecological restoration activities that promote sustainable land-use and impact on conservation of coastal marine biodiversity, and where possible, link these demonstration sites with existing or planned MPA sites. The project is looking at sites of large areas that will demonstrate significant impacts on watershed protection and erosion control.
    2. Develop material and conduct targeted awareness programs with local communities and other key stakeholders on ICWM benefits, using results of assessment of land-use and maps of impacts of ecological parameters, and other existing and recognized tools for demonstrating watershed and lagoon life interaction.
    3. Consult with local communities and other key stakeholders to develop an engagement program in support of demonstration sites and watershed restoration activities as part of their existing or potential MPA initiatives.
    4. Develop participative community agreements for the implementation of demonstration trials for each site selected with local communities.
    5. Design the demonstration protocols for each type of activities and sites including type of species ie native, exotic; land and soil preparation techniques; spacing and planting and maintenance schedules, as well as assessing the requirement in seedlings, plants and equipment for each selected site.
    6. Secure the seeds, plants, seedlings and equipment required for the establishment of demonstration parcels either through partnerships with existing tree nurseries or by the establishment and management of new tree nurseries and techniques for the purpose of the trials.
    7. Establish the demonstration parcels for each site through land preparation, planting and maintenance activities for each selected site and provide a complete management and silviculture plan of the parcel for its maintenance and monitoring.
    8. Capacity-building of local communities and/or groups engaged in the projects will form an important part of the initiative and will include documentation in local language, on-the-job training in field restoration and management of the parcels in an adapted model.

  3. Document lessons learned, promotion and capacity-building based onthe ICWM demonstration sites established through the project.

    1. Produce an illustrated training manual on ICWM field activities, protocols and techniques for the restoration of coastal watersheds, ecological restoration of natural habitat and control of erosion that contribute to the conservation and enhanced protection of local reef and lagoon resources.

      In order to achieve this work, partnerships are welcomed. The proposal should be submitted by the main lead and all the partners should be described (one page maximum) in the annexes. The main body of the technical proposal should be 20 pages maximum but the number of the annexes is not limited. Apart from this, the format of the proposal is open.

    Financial component:

    The maximum budget allocation for this project is 269.000 euro. The submitted budget should be detailed by item and by activities and have budget notes describing the line items.

    Selection criteria:

    Selection will be based on technical and scientific approach; allocation of resources, including budget, with emphasis on local partner organization involvement; local knowledge; and demonstrated experience in the field of work specified. Demonstration sites with larger areas to be restored and planted will be preferred. The on-going sustainability of the project demonstration sites, as well as the total area to be reforested as part of the demonstration trials will be key as the success of this type of initiative will be realized only in the long term and at a scale commensurate to the funding available. In-kind or direct financial contribution towards the achievements of the outcomes would be considered an advantage. The performance of each proposal, following each of these criteria, will be evaluated on a scale from 1 to 100. The winning proposal will be the one getting the higher global score. The lowest bid will not necessarily be selected.

    Each proposal will be reviewed and graded as follows:

    • Eligibility component/General description: 15%
    • Technical component: 70%

      • Community and local stakeholder approach (10%)
      • Technical Feasibility and Quality (25%)
      • Size of demonstration areas (25%)
      • Sustainability aspect (10%)

    • Financial component: 15%

    Submission:

    Conservation International is hereby inviting all the groups interested by this tender to submit full proposals, as described above, in a sealed envelope inscribed with "Do not Open: Tender for the CRISP project".
